Monitoring the Regulatory Impact of the New European Union Regulation on Deforestation-Free Products in Brazil
The project Monitoring the Regulatory Impact of the New European Union Regulation on Deforestation-Free Products in Brazil analyzes the impacts and opportunities of the European Deforestation-Free Regulation (EUDR), a measure by the European Union aimed at reducing greenhouse gas emissions and biodiversity loss by banning the import of seven types of commodities originating from deforested areas. Producer countries like Brazil fear that the regulation may affect their production chains and generate high compliance costs.
The research methodology included a literature and regulatory review, collection and analysis of international trade data, and semi-structured interviews with relevant stakeholders. The study resulted in, among other materials, an analytical report on the regulation and its challenges for Brazil, as well as two policy briefs to guide stakeholders on the EUDR’s obligations and the challenges and opportunities for its implementation in Brazil.
The EUDR presents conceptual challenges, such as unclear definitions and criteria; implementation challenges, related to uncertainty around the recognition of third-country systems; and commercial challenges. On the other hand, it also offers opportunities, such as strengthening international dialogue, improving Brazil’s forest protection framework, and developing strategies to prevent or mitigate potential conflicts.
