Recife’s Leadership: Highlights and Challenges of the Municipal Climate Change Policy
The Climate Change Policy of the city of Recife has been implemented since 2014 through legal and regulatory instruments. This study aims to identify its main highlights and challenges, considering the local context in its political-economic and environmental dimensions. The analysis of this public policy was based on key climate-related reference materials, such as the United Nations Sustainable Development Goals (SDGs), as well as on the tools used in its implementation. The empirical discussion also draws on interviews conducted with two managers directly involved in the process. The study concludes that several challenges remain, particularly regarding planning, implementation, and monitoring capacities, as well as the cohesion and integration of the governmental areas involved in the policy and neighboring municipalities. These aspects are crucial for advancing the progressive development of initiatives led by the municipal government.
