Public Policies and Territorial Governance in the Context of Large Infrastructure Projects in the Amazon

What is the role of the Amazonian states in the planning and responsible implementation of large infrastructure projects in the Brazilian Amazon? How can we advance, at the subnational level, toward institutional coordination aimed at the necessary social and environmental governance in the territories where these projects are installed?

The unequal distribution of social, environmental, and economic costs and benefits associated with large infrastructure and mining projects in the Amazon underscores the need for stronger coordination among state actors and between the state and society. Around the world, subnational governments are increasingly relevant in promoting sustainable development and pursuing innovative solutions. The states of the Amazon region are strategically positioned to bridge the gap between national-level policies and their territorial outcomes, which today remain largely confined to impact management centered on individual projects. In a field historically led by federal agencies and instruments, what can the states actually do?
