COP30 Discusses How to Make Pakistan’s Climate Goals Achievable

On Wednesday morning (Nov 12), the panel “Delivering Climate Ambition: Pakistan’s NDC3.0 and Road to Implementation”, held at the Pakistan Pavilion during COP30, brought together specialists to discuss how the country can make its climate targets viable and advance the implementation of its Nationally Determined Contributions (NDCs), with a focus on governance, financing, and social engagement.

José Antonio Puppim, a researcher at Fundação Getulio Vargas (FGV), professor at the São Paulo School of Business Administration (FGV EAESP), and coordinator of the FGV Earth research center, emphasized in his presentation the importance of strengthening institutional capacities to ensure that financial resources are used efficiently in implementing the NDCs.

“Delivering the NDCs is not solely a government function. It is essential to have leadership capable of engaging different stakeholders — public, private, and traditional communities — to ensure broad and effective collaboration,” said Puppim.

According to him, a just transition depends on mechanisms that enable the mediation of climate goal implementation. “Pakistan has made significant progress. A few years ago, the country had almost no renewable energy sources. Today, we see substantial growth not only in clean energy use but also in investments for climate adaptation,” he noted.

The panel also addressed Pakistan’s vulnerability to climate impacts and the need to mobilize resources. “The country can finance about 70% of its adaptation measures, but for the remaining 30%, it needs international partnerships to increase ambition and fulfill its NDCs,” explained Puppim, highlighting the relevance of spaces like COP30 to foster dialogue and exchange of experiences among nations.
