FGV CERI Director Joins Dialogue on Just Energy Transition at COP30

On November 15, the Director of the Center for Studies in Regulation and Infrastructure (FGV CERI), Joisa Dutra, took part in the Just Transition panel during the EU-LAC High Level Dialogue on Energy Transition, held at the Blue Zone – Finland Pavilion, as part of the COP30 program.

The meeting brought together representatives from think tanks, civil society, the private sector, and governments from the European Union and Latin America and the Caribbean to discuss pathways for a fair, inclusive, and equitable energy transition, aligned with the global commitment established in the Abu Dhabi Consensus at COP28.

During the panel, Joisa Dutra highlighted the importance of modernizing and expanding power grids to accommodate new renewable sources and meet growing demand, as well as investing in digitalization to improve system management and efficiency. “We can no longer think of grids only in national terms. Geographic integration is essential to ensure resilience and competitiveness,” she stated.

Another key point emphasized was the window of international cooperation between the EU and Latin America, which goes beyond technical aspects. According to Dutra, it is necessary to advance institutional frameworks for cross-border energy management, regional governance models, and strategies to adapt existing structures to the new challenges of the energy transition.

Lessons from the European experience were also discussed, showing that despite progress in regional energy integration, regulatory barriers and governance challenges remain. The panel reached a consensus that learning from the EU’s successes and failures is crucial to building solutions that work in our context.
