FGV Highlights the Strategic Role of Rural Insurance at CNseg’s Pre-COP30 Event

On October 8, Brasília hosted A Casa do Seguro, an event organized by the National Confederation of Insurers (CNseg) as part of the preparatory agenda for COP30, which will take place in November in Belém. During the event, Guilherme Bastos, coordinator of the Agribusiness Study Center (FGV Agro), participated in the first panel, dedicated to the theme “Insurance for Nature-Based Solutions and Sustainable Agribusiness.”

In his presentation, Bastos emphasized the importance of integrating food security into climate preparedness strategies, highlighting rural insurance as an essential tool for mitigating risks and fostering innovation in agriculture. “It is impossible to talk about climate resilience without considering the sustainability of agricultural production and the protection of producers against extreme events,” he stated.

The researcher underscored the relevance of rural insurance in enabling low-carbon and environmental conservation projects aligned with Brazil’s goal of restoring 12 million hectares by 2030, as outlined in the country’s Nationally Determined Contributions (NDCs). “It’s a high-cost investment, with returns that are still insufficient, and producers remain exposed to risks such as fire, forest degradation, ant infestations, among others.”

Structurally, rural insurance policy is facing a delicate moment, with a 47% drop in insured area between 2021 and 2024, highlighting the need to strengthen this important agricultural policy instrument with active participation from the private sector.

The panel also reinforced the strategic role of the insurance sector in the transition to a greener and more resilient economy, especially within the context of Brazilian agribusiness. Bastos concluded by stressing that science, technology, and innovation must be allies in building solutions that value biodiversity, strengthen the bioeconomy, and position Brazil as a global reference in sustainable agriculture.
