Strengthening Disaster Risk Management, Adaptation, and Resilience in Brazilian Municipalities
The project is part of the AGP – Climate Action Program of the Votorantim Institute (IV) and operates based on three strategic pillars to ensure that the climate change adaptation agenda becomes institutionalized and implemented in a broad, democratic, and inclusive manner. These pillars are: grounding actions in evidence and diverse, informed participation; adopting an integrated vision encompassing short-, medium-, and long-term perspectives; and supporting the promotion of climate justice in the participating municipalities. The project’s first cycle took place in 2024 in the municipalities of Aripuanã (MT), Muriaé (MG), and Juquitiba (SP), while the second cycle is being implemented throughout 2025, maintaining the previous municipalities and expanding activities to Lajes (RN), Niquelândia (GO), Matão (SP), and Juquiá (SP).
The objective is to foster institutional and social learning on the subject through the application of a diagnostic tool (checklist) combined with other analytical instruments to deeply assess the municipality’s level of maturity, the institutional factors underlying the diagnosis, and, most importantly, what types of support, resources, and interventions are likely to have the greatest acceptance and impact — positively influencing different components of the local public management system. Based on the analysis and discussion of critical competencies with government implementation leaders and local working groups (involving government departments and agencies, as well as civil society organizations and academia), the project identified participatory actions to be developed to advance the agenda.
It is noteworthy that the project’s governance structure includes working groups with the participation of local civil society and academic actors who contribute to implementing actions aimed at strengthening capacities, as well as a technical committee of specialists that ensures that the applied content, tools, and data are appropriate and aligned with the project’s objectives and focus areas.
