The project aims to promote the integration of the Ecosystem-based Adaptation (EbA) approach into climate adaptation policy instruments targeting Brazilian municipalities, in order to strengthen outcomes in terms of reducing climate-related impacts and risks and increasing resilience across different sectors and territories. This initiative builds upon the project implemented in 2024, “Ecosystem-based Adaptation (EbA) in Climate Change Adaptation Instruments: The Experience of the Climate Plan – Adaptation” (May–September 2024), which sought to integrate EbA and Nature-based Solutions (NbS) approaches into the Climate Plan – Adaptation and related public policies.

In this regard, the initiative stemmed from the understanding that the development of the Climate Plan – Adaptation represents a key opportunity to incorporate EbA into sectoral plans that will guide national and subnational climate adaptation policies in the coming years. Accordingly, FGVces, Fundação Grupo Boticário, and the Bioconexão Urbana Alliance, in partnership with the Ministry of the Environment (MMA), the Ministry of Science, Technology and Innovation (MCTI), and GIZ/ProAdapta, worked alongside government representatives and sectoral experts to ensure that the EbA approach was embedded across all components of the Plan.

The following specific objectives were established:

  • Develop, discuss, and communicate an overview of NbS and EbA and their applications in municipalities across different regions of the country, targeting stakeholders and key actors involved in Brazil’s climate adaptation agenda within the scope of the AdaptaCidades Program.
  • Map, systematize, and prioritize—based on transparent, evidence-based criteria and through contributions from multiple stakeholders—EbA solutions and measures with potential to mitigate climate risks and strengthen adaptive capacities in the short, medium, and long term in municipalities.
  • Contribute to capacity building by developing technical guidelines to be included in municipal adaptation plans, fostering the implementation of NbS and EbA across different sectors and territories.
  • Propose components for the implementation and monitoring of NbS and EbA solutions and measures, including the identification of relevant actors, responsibilities, and required resources.
  • Disseminate concepts related to climate justice and promote debate on how to operationalize it—considering its intersectional dimensions (gender, race, ethnicity, income, age, etc.)—through municipal climate adaptation instruments supported by NbS and EbA approaches.
