CliMune – Climate Municipalities Evidence
Climate, Municipalities, and Evidence: CliMunE is a research initiative that investigates how Brazilian municipalities can improve their responses to extreme climate events through evidence-based policies. The study covers 10 states selected to ensure geographic, ecological, and institutional diversity: Acre and Rondônia (North region), Pernambuco and Piauí (Northeast), Mato Grosso and Mato Grosso do Sul (Central-West), Rio de Janeiro and São Paulo (Southeast), and Rio Grande do Sul and Santa Catarina (South).
The project aims to identify barriers and opportunities for integrating scientific evidence into local climate governance, producing both theoretical and practical recommendations to strengthen municipal capacity. We seek to understand how contextual elements—such as federal and state policy frameworks, local political dynamics, and intergovernmental relations—influence municipalities’ ability to incorporate research evidence into policymaking. Our ultimate goal is to contribute to more resilient and adaptive municipal administrations in Brazil and similar global contexts.
