FGVces has been monitoring the involuntary resettlements caused by the installation of the Belo Monte Hydroelectric Plant since 2014. Between 2017 and 2018, it conducted, in partnership with the International Finance Corporation of the World Bank Group, a working group (WG) to develop guidelines on involuntary resettlement. The WG included the participation of civil society, community leaders affected by the project, government representatives from different levels, rights-protection institutions, developers, and researchers. It promoted working meetings, an in-depth seminar in partnership with the Brazilian Institute of Environment and Renewable Natural Resources (IBAMA) in Brasília, as well as workshops to prepare recommendations with representatives of those affected by the Belo Monte HPP in Altamira (PA).

Although the guidelines were finalized and launched in 2018, and the partnership with IFC concluded, the WG continues to operate, currently in collaboration with the Environmental Education Laboratory – Architecture, Urbanism, Engineering and Sustainability Processes (LEA-AUEPAS) at the Federal University of Ouro Preto (UFOP). Its work seeks to advance discussions on recognition, valuation, and full remediation of damages in contexts involving the installation or operation of large-scale projects.
